Design LED driver according to IEC 62384

I want to develop 35W 700mA Non dimmable LED driver for constant current operation of LED modules. I have to give input 180-264 VAC. Surge protection upto 3kV and Mains over voltage protection up to 320VAC. I also have to take care of efficiency which i have to maintain is greater than 85%.

I am electronics beginner guy, I have no idea how i start design. I found some reference design of Texas Instruments Led Driver, St Microelectronics LED driver. I am searching components on digikey, mouser. because of lack of knowledge, not getting how to do it.

Check out the manufacturers websites of companies that deliver integrated package devices for such applications as they often have 'design software' that does all the donkey work for you or they have detailed application notes on how to design for a specific end-purpose.

Analog, Maxim, Linear Devices, etc all make such components.
