I recommend NTD4963NT4G, but I'm not sure what you mean with "in sequence", a time delay?
I would think that "In sequence" means one after the other.
Like 1, 2, 3, 4 & back to 1, 2, 3, 4 etc. In his case OFF, 1, 2, OFF, 1, 2.
As stated the 4017 is applicable.
On the other hand, if one relay is always on while the other is off this can be done with a 555, which has enough juice to drive the relays directly. Though it's doubtful that Glow doesn't want a both relays OFF state. Which of course makes 3 required states.
