design a water level alarm system

Hi Guys, please anyone with idea on how to go about this? Greatly appreciated

It is required to design a water level alarm system that can be used to monitor the river(s) water level and water temperature. The input voltages available to the alarm system are defined to be in the range of 0 to 1 volts from the water sensors. The alarm system should use four LEDs to indicate the following voltage levels at its input 4, 6, 8 and 10 Volts. When all the LEDs are on, the system should generate a square wave audible tone with a peak to peak value of 5 Volts for 10 seconds.

The design should also use a thermostat to gauge the temperature and display the temperature on a Seven Segment Display .
• When the water temperature reaches 1°C , display 1
• when the temperature of the reaches 5°C , display 5
Power supplies available are +/- 12 volts .
 
If you have 0 to 1V input, how do you have input up to 10V.

The LM3914 I.C. can provide switched outputs at various input voltages.
A thermostat is used for switching at a certain temperature. I do not know of one which will work in water. Consider using a thermistor.

A 555 can generate a square wave and another can time for 10 seconds.
