It could just as easily be:
5: 2005
8: 8th week (February) or 8th Month (August)
and the rest would be a lot code.

Each manufacturer is different. Have you contact Nippon for help?

My guess is sometime in 2001.

Capacitor date codes are sometimes intentionally proprietary. You have
to contact the mfr if it's not a conventional 4-number wwyy format.
