Broksonic TV flyback question

Model CTVG4563CT 13" color TV
Orion Flyback 3214008 (HR7913)
Tv will come on after sitting several hours, then goes off after about
ten seconds.
After that when turned on the flyback chirps and starts clicking.
No picture
Is the flyback toast?

NO, it's going into shutdown, something is drawing to much current, the
overcurrent protect, senses this and shuts down, then the overcurrent
is gone so it try's to turn on, endless loop of on and off is the
chirp.

The Flyback is not toast..
Trouble shoot the power supply circuits.
