if I put a capacitor (say a 10 mF) in series with another one (10 mF) is
that the same as having a 20mF capacitor?

In *SERIES*, No. You would have a 5mf capacitor,with 2x the voltage rating.

You have to put them in parallel for the capacitance to add up.

The voltage rating can be iffy. Series capacitors in high-energy supplies
are often bridged with equalizing resistors.

That is true! I usually parallel a 100-220K resistor with each cap,in
tube PSU circuits.
