i am building a pc an i have a plug and i cut off the two bottom prongs (UK plug) and clipped the prong onto the other end of the plug will it be grounded and will it work.

Yes it will work and be grounded.
BUT, what are you using it for?
If you are grounding yourself, like an ESD strap, you should buy one. Or at least have a series 1M resistor. ESD straps are to protect the components not you.
Please explain further to how this ‘chopped’ lead will be used and connected to what.
