You look at the specifications for your device... it should say if it's OTG compliant...
Otherwise, buy an OTG adaptor and plug something in

My phone supports otg,I have otg cable,but when I connect flash drive or any other usb device I don't have power on usb port,

What is 'other' usb device?
What is the model of your phone?
Please keep in mind that OTG is a newer feature and supported output currents may be quite low
