Hi, I have just bought ‘performance chip’ and all the motherboard has attached to it is this small, 4116r lf 1-103 resistor attached to it. I’m not too sure about electronics, but will this simple motherboard and resistor really help my car ‘perform’ any better?

That IC contains a network of 10kΩ resistors.
Unless you have an intricate knowledge of the workings of all the MCUs in your car I don't see any way the IC could be used to enhance any aspect of the car's performance. I supect you've been scammed .
