Of course it is possible, especially if you value your time as
$0.00/hour and are willing to spend $500 in components.
But PLCC32 is a housing, not a particular chip. So exactly what chip
do you want to program? Or do you have a DIP programmer and you want
to make a PLCC adapter?

oh and the reason i dont want to buy a programmer really is because i
have no use for it but just to program one chip..
i was thinking of maybe using a cheaplpc programmer like the ones used
to program the 32 pin xbox cheap mods but was told by someone it was
not possible.

From what it appears, the modchip for the Xbox uses an SST49LF020,
which has the LPC programmability, while the 29F chip is exclusively
parallel program, meaning you will have to make an 8 byte read/write
bus, an up to 19 bit address bus, and the R/W/CE lines for it. Now,
if you could, you could probably get the LPC version of the 29F040.
If you are willing to work and/or spend money, you can build a
programmer.
Another option, if you are savvy enough, is to use a PC or other user
upgradeable Flash appliance (Eg DVD player) and hot switch the roms
at the right point,.
You could also build an adaptor/ wire a socket to use the JTAG on
something that uses that (such as a satellite receiver).
Last resort would be to find a service that programs chips.
